We've received word from Vexxhost that we've got a few systems that are
still using an old API that they will be needing to turn off prior to
their upgrade to OpenStack Rocky that is coming up.

The following Jenkins systems are running on an outdated OpenStack
plugin (must be >= v2.40) and will be affected when they turn this API
off. As such, y'all need to work with your SO peep to do the following:

1) Get Jenkins updated to latest LTS Jenkins (yum update)

2) Update all plugins. The exception to this is if you've got CLM
jobs, please don't update your Nexus plugin past to >= 3.3 as it will
break your jobs. We need to get our Nexus IQ updated before we can move
to this plugin version

3) Verify that your OpenStack plugin is >=2.40
