After convert most of the powershell templates to ansible scripts, so to point to the updated ansible, we just need to update the windows.json file to point to the ansible playbook instead of the powershell scripts.

If you look in the packer job config (https://git.iotivity.org/ci-management/tree/jjb/ci-management/ci-packer.yaml) the template is set to `windows`, which means `packer/templates/windows.json` So you'll need to modify that template as part of your patch to point to `provision/local-builder.yaml`
