Create a job, applicable to branch "otgc-dekra-changes" only compiling under Android and Linux versions

Approach from Trevor, The simplest approach will be to make a new jjb project `jjb/iotivity-octg-jobs.yaml` that use the templates from `jjb/iotivity/iotivity-ci-jobs`, restricting builds to the `octg` branch and only include the linux and android builds.
