Lately, ONAP teams are making a lot of mistakes in INFO.yaml files that sometimes lfreleng is able to comment on before they are merged. 

After chatting with Jim Baker on what ONAP wants for the INFO.yaml, it seems that they want to reduce ticket backlog on committer requests by assuring the INFO.yaml changes are blocked by lfreleng +1. This way, lfreleng will only need to track the new incoming changes needing review like we already do and handle any review comments from there. 

Also, the difference between this requirement and the related RELENG-974 is that in ONAP anyone is allowed to post INFO.yaml changes as long as they are approved by the TSC which also involves the responsible tech team.
