RELENG Sprint 44
The rtd verify job is fails to check the release notes directory.
1) update the docs build to run against changes to `releasenotes`. This needs to be fixed in the RTD verify job.
2) Track down why reno is throwing that error and fix the syntax.
3) Update the RTD verify job to check the release notes
