Allow pypi release to specify a tag, rather than assume tag == version

      The value for "version" here is used for two separate purposes:

      • for the pypi release identifier
      • to tag the commit in gerrit

      However, in our repo, we actually want the ability for those two things to be different. Because multiple language libraries are in the same repo, we want the tag to be pypi-x.y.z, etc. 

      The request is to have the abilty to explicitly set the tag, from the release file, and not assume what we want the tag to be (== version)
