Using the maven argument "-f ." (basically the default behavior if -f is not supplied) somehow breaks javadoc:aggregate behavior. With "-f dirname" it works perfectly to generate javadoc from a subdirectory.
RELENG-1872 extended the javadoc job to support projects in subdirectories using maven -f argument. In the default case of using the current $WORKSPACE directory the script passes "-f ." to maven but that fails.
