Define new templates in global-jjb lf-tox-sonarqube along the lines of existing templates gerrit-sonar-prescan-script, gerrit-tox-sonar and new template (in review) gerrit-cmake-sonarqube. Use the SonarQube Jenkins plugin to lift the requirement that non-Maven non-Java repos must supply a mvn-settings value in their JJB configurations and must publish a pom.xml file in the repository to hold Sonar properties. Should include github versions, not just gerrit.
