This was requested in a previous ONAP TSC meeting

Some ONAP teams make Maven and Docker releases out of the same repo. 

The process is as follows:

• Make a Maven release
• Build Docker images based on Maven release as dependency
• Release those Docker images
• Tag Gerrit repo at this point

The current release process tags after every release including Maven releases for which the ref being tagged might not be necessarily the right ref which builds the whole release for a component like this one. 

We need to be able to hold the Repo tagging after a Maven release is done so that the process applies the tag after the Dockers are released too.
