virtualenv incompatible dependency resolution with importlib-resources

      global-jjb's python-tools-install.sh script is quietly failing and erroring out on an incompatible library.

      16:20:55 ERROR: virtualenv 20.0.21 has requirement importlib-resources<2,>=1.0; python_version < "3.7", but you'll have importlib-resources 2.0.0 which is incompatible.

      Initial investigation points to importlib-resources 2.0.0 being released on Jun 7th 2020 which likely introduced this issue.
