We need global-jjb macros created that will exercise putting together the managed file templates with the secrets being shared into it. This could potentially be a macro of macros since we would likely want to create custom versions for the well known managed files that we have that currently have secure data in them

ie: clouds-yaml, jjbini, lftoolsini, sigul-password, packer-cloud-env
