ODL and ONAP both have a concept of super-committers. These are supposed to be short lived rights elevation grants (global Code-Review +2 / Submit) to a specific set of people managed as a Gerrit native group.

We need a way to mechanically add and remove these rights via change review + jenkins to allow the community to self-manage the elevation and removal of the rights.

A side effect of the change should be an email to the TSC list stating that the rights were granted or revoked so that the TSC is aware of the rights being being exercised.
