The quick/temporary solution would be to install it separately from other tools in python-tools-install.sh. The long-term solution is to loosen the requirements.txt, as they are all set to specific versions. Though this provides stability within the application, it can cause massive problems with dependency resolution when installed alongside other applications in pip.
