If there aren't labels defined for every machine in the cloud cfg files, the create_jenkins_clouds_openstack_yaml.py script will fail. However, defining labels for each agent is not a requirement; our groovy scripts will automatically use the file name as a label.

Rather than this being an error condition in the jcasc script, the functionality of auto-generating labels should be replicated.
