The self-service repo-creation process currently does the following:
1) create a user in nexus
2) add the user to Jenkins
3) pushes a managed mavenSettingsFile to the Jenkins system

We need to update step 3 so that if a project has switched to JCasC managed config files that it instead raises a change against the ci-management repository for the JCasC mavenSettingsFile and then auto-merge it when it is possible to do so (after verification)
