We need to automate the build promotion steps for packaging jobs for moving the released packages from the `-devel` repo to release `-repos` such that the PTL's could trigger the job for every release.

fd.io may be doing something similar:
(the packagecloud script that promotes jobs from the staging repo to the release repo but honestly we don't use it. it's in preparation for automating releases but i'm stuck on many parts of this. there's only two scripts done so far packagecloud_push and packagecloud_promote)
