Confluence & Jira license -
This will eventually get assigned over to a Helpdesk person or RE when the project goes public. We cannot use anything except evaluation licenses until the following conditions are true:
(these happen when a project goes live, per RelEng-1146)

1. The code is anonymous accessible
2. The wiki is anonymous accessible
3. The JIRA is anonymous accessible
   Until those conditions are all true we can't request an OSS license from Atlassian.
