IoTivity's packer builds have not been fully put in place yet. Packer builds work from the sandbox, but there are no real jobs in iotivity Jenkins for them.

This is considered complete when packer jobs exists in jenkins.iotivity.org for validating packer, building an ubuntu image, building an basebuild image (for packer, ci jobs, etc), building vs2013 and vs2015 images.
