Templates can contain multiple builders. basebuild for example does not need to be split between openstack and aws specific templates. It actually makes it harder to maintain when they're split up.

To make this work, the builder will need to be explicitly set to a default otherwise packer will fail as it doesn't have a notion of a 'default' builder. (Perhaps requiring name=default). Then jobs can be updated to allow passing the builder as an extra argument.
