Outgoing WebHook - Outgoing JIRA Integration is disabled right not for chat.hyperledger.org

This integration caused the chat to hit some issues which were making it unavailable and INFRA team needed to step in to disable this integration as they found it was the root cause of the issue. 

This integration was written quite long ago, the code might need to be upgraded and tested to make sure it works.
