Work completed during the sprint that wasn't planned through LF Jira:

• Upgrade lf-build2 to Ubuntu 18.04
  This was need to get barometer to build against libdpdk for the upcoming 7.1 OPNFV release.
• Debug Barometer dependencies
  Lots of work went into trying to get Barometer to build against libdpdk on Ubuntu 16.04, but ultimately failed.
• OPNFV Documentation
  Hold outs from the OPNFV release needed a lot of hand holding to get their documentation updated and in the right format.
• Fix IoTivity Jenkins
  Plugins in IoTivity were all updated. The Openstack plugin specifically needed to be updated to use a newer protocol to talk to Openstack services.
  global-jjb was out of date and needed a couple bumps, in the specific order, to be brought up to the current version.
