Note, I'm not sure why JIRA setup is in releng-docs, while Confluence setup is in LF Confluence, but I've only opened a JIRA docs bug as a result.

I've created a reference page in Confluence for JIRA SAML setup [1], which includes the SAML add-on configuration as well as couple global configuration settings that are pertinent to user directories.

I guess it's up to you whether you want to adapt (copy) the information from this page, or just link out to it. I intentionally did not overlap on other setup documentation like initial space setup or workflows.
