As Per Andy  comments  i need to fix issue packer job failing:

@suresh: make sure that your defined clouds-yaml in the managed files does not have a 'cloud: vexxhost' key in it
if you do then packer v1.3+ requires a clouds-public.yaml file to also exist which maps the auth_url (which we already force define) and it will only pick it up from that file instead of the clouds file for some reason (probably a bug)

but we don't need to specify the 'cloud' key anyway because that only properly works for the openstack clients (or things using their libraries) and we have things that still require us to define the auth_url anyway, so no need for it
