[lftools] Share base images across projects does not work.

      Sharing images across projects is not working with lftools. Some investigation needs to done what's is causing this.

       

      lftools openstack --os-cloud ODLCI image share "LF - CentOS 7.1811 (2018-12-03)" ONAPCI
