The step toward moving to the new images needs to start with the 'verify' builds. Then 'merge' builds generally do not run in the sandbox. The 'verify' builds should run in the sandbox. The build are all freestyle.

Some of the jobs that required MVN used the version that was installed in the old 'baseline' image and some of them specified a version to be installed by Jenkins at run-time. Since the new docker images does not contain MVN all jobs now specify a version installed by Jenkins.

This project has been very difficult because the success rate for all jobs is intermittently. Not sure of the cause, but I this port certainly did not make it any worse.
