Port packagecloud support to global-jjb

      ORAN is needing apt and yum repo support. Instead of trying to deal with the very broken issues of apt with Nexus we're just going to go the route that FD.io did and have opened a packagecloud account.

      We need to generalize and port the packagecloud shipping scripts from FD.io to global-jjb to make this available to ORAN as well as any other projects that may need them.
