We need to address the delta between how projects are implementing jira permissions.

For each project in each jira we can:
-Check if the lead is actually the lead in the INFO file
-Check if the project ldap group is assigned a role
-Dump of the role schemes checking which role scheme is associated with the most projects, so can assume that its the correct one, as well make sure no projects are orphaned in their own scheme.
And finally
-Diff the role schemes.

This increases the scope of the JIRA API
