Combine two shell scripts that perform similar tasks. The release-job.sh promotes maven and docker artifacts from staging to release. The pypi-tag-release.sh script builds and pushes modules to pypi. 

Credit to @ArigGardner for suggesting this. I wrote the ticket so it's not quickly forgotten but probably not a high priority item.
