[global-jjb] readthedocs build dont trigger on new tag upload

      readthedocs builds are not triggered when new tags uploaded/pushed, causing the incorrect version of the release notes on every global-jjb release.
      It's because the job in question does not handle the gerrit event type 'ref-updated' and the appropriate version when new tags are pushed.
