Extend ansible-packer verify jobs to build images.

Today only the Jenkins ci-management merge jobs like ci-management-packer-merge-centos-7-builder actually perform image creation. The verify job only does some basic validation. The weak verify job makes it EXCEEDINGLY difficult for mere project mortals like me to change a build minion image creation script. I have to wait for the LF team to merge, then wait for the job to fail, then start over – and the master branch has bad content to boot.

I'd like to help myself here but the current setup makes it nearly impossible. So I have to write a ticket and make work for you all. And that leads to long delays. I know it was vacation time in between but this ticket requesting help with Golang and Ruby has been open about 3 weeks.
