Most of the time the 'stack_cost' will be returned in standard $ format (2 digit mantissa), but sometimes it returns a large mantissa (1.9600000000000002). Currently the job-cost script just passes through this value.

The cost script should round this number to a 2 digit mantissa. It should do it for the 'cost' & 'stack_cost' fields.

In addition that are a number of cost.csv files that have already been generated, that will eventually end up in the annual.csv file. A script needs to created to fix those file.
