"Aborting, target uses selinux but python bindings (libselinux-python) aren't installed!"

When Jenkins verify job runs for LF ansible-roles it appears docker fails pretty quick with the above error message. It appears that the host VM used for ansible role testing has selinux enabled and causing molecule test failure. I saw it in the docker-install role in the below patch but I suspect it may affect other ansible roles too.
