The EdgeX packer builds are not working with the latest updates to common-packer and global-jjb. Some of this appears to just be related to changes to the clouds.yaml format, which should be an easy fix.

A separate issue appears to be that the snapcraft build is using an older format in its custom template, and is referencing a cloud that is not longer in use.

All issues need to be fixed. This issue should only be closed when the packer-verify and all packer-merge jobs are working.
