Modify https://github.com/lfit/releng-global-jjb/blob/master/schema/info-schema.yaml to make timezone optional.

We should still require it meets timezone formats but not require a timezone. Some members of the community aren't comfortable with providing their timezones from a privacy point of view and none of our automation requires the timzeone.
