NACR rules blocking auto-merge in INFO.yaml files

Auto-merger is currently not working since the user LF Jenkins CI is the owner and the only account to +2 Code Review. Hence, the submit fails.

Notice the same owner of the Gerrit added a +2 Code Review, hence NACR rules prevent this change from being submitted. 

We need to create local specific rules.pl for the releng/info-master repo so that NACR rules are present but are not applicable when the owner is LF Jenkins CI. 

The expectation is that, when LF Jenkins CI does a +2 Code Review, the change is submit table even if the owner is also LF Jenkins CI. 

To test this change, a new Gerrit in releng/info-master will need to be submitted and run through the verify job with no additional +2 from any user (auto-merger will try to run after the verify job, +2 and Submit the code)
