The conversion to SAML for our Gerrit systems has exposed an underlying issue with how systems that were configured for lowercase actually dealt with some of the records.

Unfortunately, setting the systemwide flag for lowercase usernames, which is what is required for the SAML integration, means that for Gerrit systems that had the lowercase account name option set, some users are no longer able to actually login.

A script needs to be developed to resolve this and force all NoteDB records to lowercase for the Gerrit systems in which we've enabled "case insensitve" accounts (in reality it means all accounts are forced lowecase)
