Migration of instances from Vexxhost yul DC1 to DC2

Vexxhost currently has 2 data centers in Montreal and they must evacuate DC1 to DC2. Some of the network instability we have experienced in the last month is related to this. Primary network controlled from flipped to DC2. 

Migration of system in the list provided by Mohammad. Expectation is engineers coordinate with community for downtime and coordinate the migration.
