In an effort to help speed up builds that are primarily taking a lot of time on building out the needed environment just to ship logs, we need to come up with a way to pre-build a venv during the packer stage and then update the lf-activate-venv script in global-jjb/jenkins-init-scripts/lf-env.sh to be able to use it, or build it, if needed.
