As with many of our releng tools, docs is copy pasted and spread out among LF projects. Many of these docs are essentially the same information just repackaged for the single project.

Let's consolidate all of the docs under a new lf-releng location and have all of the downstream projects link to our consolidated docs.

Not sure about the size of this story but I want to use this as the top level story for all of our smaller action items.
