Currently, the tox.ini defines the python envs as 3.6, 3.7, and 3.8, and our GHA verify runs tests using 3.7 and 3.8.

3.7 is EOL, and the current version of Python is 3.11. We should update these versions to be newer, and check that our puppet jobs that create Jenkins builders are installing the proper versions so that there aren't lftools issues in CI (if the puppet module needs to be updated, that should be filed as a separate ticket).
