Please take a look at slide 20: TSC elections when you have a moment.

"The new TSC (voting members) will consist of 11 elected Contributors or Maintainers chosen by the Active Contributors. An Active Contributor is defined as any Contributor who has had a contribution accepted into the released codebase during the prior 12 months."

Question: Does GitHub provide an easy way to identify who falls under category of being an "Active Contributor"? While I am confident those selected will fall under the Active category, I'm less familiar with the process of making sure we have a way to identify the "Active" contributors // who will each be eligible to vote.
