As a first step in making Windows build systems available to SF, and as a talking point to the stakeholders a document / diagram needs to be created that explains the process we will use to formulate windows build systems.

This should at a high level include the following:

• blockers (eg need experience configuring the software on Linux first)
• considerations (start with Windows Server 2016 and then if absolutely needed discuss / architect bringing Windows 10 systems in Azure online)
• etc
