INFO file changes should be considered valid in the following cases:

• A committer of the project makes the submission
• An LFRE makes the submission
• A TSC member makes the submission
  • A TSC authorized delegate makes the change (if the TSC has made such a class of person)

This is a job that will need to run in the private LF Jenkins since it will operate directly against the LFID LDAP backend which build minions in our projects do not have access to.
