We should monitor votes on verified INFO file changes and do a verify / vote count of TSC members (or their delegate) to determine if an INFO file should be merged and do the merge automatically if a majority of TSC members (or their authorized delegate(s)) is met.

This will need to run in the private internal LF Jenkins as it will be communicating with the LFID LDAP backend directly.
